MARYLAND'S FUTURE
OUR KEY ISSUES
Reba Hawkins is running for Lieutenant Governor to help build a Maryland that is economically vibrant, socially cohesive, and globally connected. Working alongside the Governor Shannon Wright and state leaders, she will champion policies that strengthen families, expand small business opportunity, reduce taxes, lower utility rates, increase state revenue, and ensure Maryland remains competitive in the national and global economy.
MAJOR ISSUE
EDUCATION REFORM & OPPORTUNITY
Education is the foundation of opportunity and prosperity. Reba Hawkins believes every child deserves access to a high-quality education regardless of zip code. Her priorities include:
- Petitioning the Executive Branch to appoint an Education Czar with oversight and auditing power over troubled school districts since The Department of Education will not be eliminated.
- Expanding arts, music, science, and humanities education in schools.
- Supporting the hiring of properly vetted administrative and teaching personnel to ensure academic excellence.
- Reassessing "The Blueprint For Maryland’s Future" and sponsoring legislation to sustain Historically Black Colleges and Universities.
- Promoting fair resource distribution across the University System of Maryland.
- Addressing the burden of student loan debt through solutions that allow young people to:
- Start families
- Buy homes
- Launch businesses
PROSPERITY FOR ALL
ECONOMIC GROWTH & SMALL BUSINESS OPPORTUNITY
Maryland’s prosperity depends on empowering entrepreneurs, supporting local industries, and expanding trade opportunities. Reba Hawkins will work to:

- Defend and strengthen the principles of the Community Reinvestment Act to expand access to capital in underserved communities.
- Advocate for small business loan funds, fair MBE contract inclusion and oversight as it relates to state of Maryland RFP’s and Maryland Works. Strengthen micro-credit programs, and criteria for startup financing for entrepreneurs.
- Attract international businesses and diplomatic partnerships to invest in Maryland communities, while building a stronger local partnered community with small Maryland businesses.
- Reassess the long-standing Purple Line infrastructure investment already set aside for transportation, cultural, and commercial projects across the state.
CULTURE & COMMUNITY
Strong Communities & Cultural Vitality
Maryland’s strength lies in its diverse communities and rich cultural heritage. Reba Hawkins will:
- Partner with local governments, community organizations, and faith leaders to improve quality of life across the whole state of Maryland.

- Support initiatives that celebrate the diverse heritage of Maryland residents and counties while strengthening shared civic values.
FAMILY WELL-BEING
Families & Child Well-Being
Strong families are the cornerstone of a healthy society. Reba Hawkins will work to:
- Support policies that strengthen families and improve economic stability.
- Protect vulnerable children from abuse, trafficking, and neglect. Advocate for human trafficking, pimping, commercialized sexual exploitation and crimes against children, women, girls and vulnerable males to be made federal felonies with mandatory minimum sentences.
- Improve support systems and work to sponsor legislation that decommercializes and places uniform federal guidelines and protections of children in Child and Family Welfare Services in Maryland and Foster Care Systems.
- Ensure policies affecting families are debated openly and inclusively with input from communities.
- Support and expand on the One Big Beautiful Bill Act that will give a $6,000 tax deduction to seniors over 65 years who make less than $75,000 individually or $150,000 jointly. Also work on a total elimination of state income taxes for retirees. Monitor programs and facilities more efficiently that ensure dignity, care, and independence for seniors.
