Meet Reba
Reba A. Hawkins is a proud Marylander, entrepreneur, community leader, and advocate who has spent nearly three decades working to expand opportunity and strengthen communities across Maryland. As a candidate for Lieutenant Governor, Hawkins brings a lifetime of experience in business leadership, grassroots activism, and public service to a mission centered on restoring economic vitality, strengthening families, and ensuring that every Marylander has the opportunity to succeed.
Raised in a stable middle-class Baptist household by parents who moved to Washington, D.C. during the Civil Rights Movement, Hawkins learned early the importance of faith, discipline, and service to community. She attended Holy Comforter–Saint Cyprian School and La Reine High School, where she excelled academically and developed a strong interest in government and civic leadership.
That interest deepened during a class visit to the United States Capitol, where she observed Senate hearings on the Gramm–Rudman–Hollings Balanced Budget and Emergency Deficit Control Act. Witnessing the legislative process firsthand inspired Hawkins to pursue a life dedicated to public service and civic engagement.
She later attended Morgan State University in Baltimore, studying Business Administration and beginning the entrepreneurial journey that would define her career.
A Leader in Community Advocacy
Throughout her career, Hawkins has worked directly with families and neighborhoods facing economic and social challenges. As a mortgage loan officer from 1994 to 2008, she became a strong advocate for consumer protection and financial literacy, educating first-time homebuyers about responsible lending and the dangers of predatory loan practices.
She also became active in grassroots civic leadership through Baltimoreans United in Leadership Development (BUILD), helping empower communities with better access to services and economic opportunity.
Hawkins frequently testified before policymakers in Annapolis, Maryland, advocating for affordable health care, environmental justice, and equitable educational funding, including support for reforms recommended by the Thornton Commission Education Funding Reforms.
Her work with the Coalition to End Childhood Lead Poisoning helped bring attention to the public health crisis of lead exposure in older housing, and she pushed for stronger accountability and assistance for affected families.
In 2004, Hawkins founded Kidz Our.Size, Inc., a nonprofit dedicated to combating childhood obesity and promoting youth wellness. Certified by the United States Tennis Association to teach group tennis, she organized youth sports programs and launched the first tennis camp at the Robert C. Marshall Recreation Center in Baltimore.
A Job Creator and Business Leader
In 2009, Hawkins founded R & E Green Janitorial Cleaning Service, an environmentally responsible sanitation and cleaning company that has grown into a multi-state enterprise certified to serve clients in Maryland, Washington, D.C., Virginia, Georgia, and Nevada.
Her company employs approximately 200 workers, including young people entering the workforce, military veterans, returning citizens rebuilding their lives, and individuals participating in transitional employment programs.
As a certified Woman-Owned and Minority Business Enterprise and a U.S. Small Business Administration Woman-Owned Small Business, Hawkins has demonstrated firsthand how entrepreneurship can create jobs, revitalize communities, and open doors of opportunity.
A Vision for Maryland
As Lieutenant Governor, Hawkins believes Maryland must focus on restoring economic growth, improving public safety, strengthening infrastructure, and expanding opportunity across every region of the state. Her priorities include:
Promoting job creation and supporting Maryland small businesses
Strengthening workforce development and apprenticeship programs
Expanding addiction treatment and prevention programs
Modernizing infrastructure, including replacing aging water systems and lead pipes
Promoting international trade partnerships that benefit Maryland businesses and workers
Encouraging urban agriculture and community-based food security
Protecting families and children from human trafficking and exploitation
Hawkins also supports building on the bipartisan First Step Act implemented during the administration of Donald Trump while pursuing balanced solutions that improve public safety and rehabilitation.
